The Fairbanks North Star Borough Assembly adopted its 2027 legislative priorities, its formal wish list for state lawmakers and Alaska's congressional delegation. One item asks for a temporary moratorium on permitting, leasing or building new commercial data centers until local governments and the state set standards on electricity demand, water use, environmental impacts and air quality. It is the only item that appears on both the state and federal lists. The resolution is a request: it does not itself stop any data center in the borough.

Who is protected: Borough residents and ratepayers concerned with power, water, environmental and air-quality impacts (indirectly, if state or federal action follows)

Legal detail

Adopted resolution of legislative priorities (no binding local effect). Per KUAC (2026-08-31): the 25-item list is split between state and federal priorities; the data center moratorium request is the only item in both. Requested scope: moratorium on 'the permitting, leasing, or construction of new commercial data centers' until standards address electrical demand, water consumption, environmental impacts and air quality. As written it applies to 'state-owned and municipal lands'; Presiding Officer Scott Crass said the intent includes federal lands and he would seek clarification with the clerk. Item proposed by Assemblymember Garret Armstrong at an August 6 work session; an amendment duplicated it as a federal priority. Alaska's News Source (KTUU, published Sept. 1, 2026) reports Mayor Grier Hopkins describing the request as a top legislative ask for next session. Adoption date: KUAC says the Assembly approved the priorities 'Thursday', and its photo caption identifies the Assembly meeting of Thursday, Aug. 27, 2026. NOT ESTABLISHED: resolution number, vote count, any binding local borough ordinance.
