- LAUSD students using district-issued devices; district IT and instructional administration implementing the block.
- Enforced by
- Los Angeles Unified School District administration
Los Angeles Unified has blocked student access to generative AI tools on district-issued devices for all grades, beginning with the 2026-27 school year. Administrators confirmed it at a committee meeting on September 2, 2026. The change is significant in scale — roughly 378,000 students in the second-largest school district in the United States — and it is a reversal: before 2026-27, students aged 13 and over could use generative AI after completing a guidelines course. Two things distinguish it from New York City's restriction announced days earlier. First, NYC's moratorium covers 2-K through 8th grade with carve-outs; LAUSD's covers all students on district devices. Second, LAUSD's arrived administratively rather than by board policy: officials implemented it to comply with the district's new screen time policy, and board members and parents learned of it afterwards. Board member Nick Melvoin said it was not well publicised and encouraged the district to do more. That procedural route matters for how durable the measure is — it was an implementation decision, not a governing-board vote, and could be revisited the same way.
Who is protected: Approximately 378,000 Los Angeles Unified students, through removal of generative AI access on district-issued devices — and, indirectly, from the data exposure that student use of third-party AI tools entails.
Legal detail
Los Angeles Unified School District moratorium on student access to generative artificial intelligence tools on district-issued devices, effective for the 2026-27 school year, confirmed by administrators at a September 2, 2026 committee meeting. SCOPE: all students, all grades, on district-issued devices. Estimated population affected: approximately 378,000 students; LAUSD is the second-largest school district in the United States. PRIOR REGIME: students aged 13 or older could access generative AI after completing a guidelines course; the moratorium removes that pathway. ORIGIN — material to durability: the restriction was implemented ADMINISTRATIVELY as a consequence of the district's new screen time policy rather than adopted as a standalone board policy, and district board members and parents were not aware of it in advance. Board Member Nick Melvoin stated it was not well publicised. This is an implementation decision by administration, revisable by the same route, which is why strength is recorded as moderate despite universal scope. COMPARISON: New York City's contemporaneous measure (NYC DOE Generative AI Moratorium (K-8, 2026-27), eff. 2026-09-02) is a one-year moratorium covering 2-K through 8th grade with express carve-outs for students with disabilities, multilingual learners and career-readiness/computer science contexts, adopted and announced by the Mayor and Chancellor. LAUSD's is broader in grade coverage but weaker in provenance. DISTINCT from LAUSD BUL-151113.0 (eff. 2024-04-08), the district's earlier AI policy, which this supersedes in practical effect for student access.
