Oakley, in eastern Contra Costa County, has paused data centers as a land use. The council adopted an urgency moratorium in April 2026 and on May 12, 2026 voted 5-0 to extend it to April 14, 2027 while the city studies rules. The move followed a dispute over the Bridgehead industrial project, whose applicants had proposed and then withdrawn data center uses. Local press describe Oakley as the first Bay Area city with a data center moratorium.
