Coralville's City Council voted to cancel its contract with Flock Safety for automated license plate reader (ALPR) cameras and to remove the two cameras already installed. The vote followed months of public opposition, ACLU of Iowa privacy objections, and anger that police leadership had signed the contract before the council approved it. The Iowa Attorney General had also told the city that its policy barring use of the cameras for immigration enforcement broke state law. Rather than drop that restriction, the city ended the program.

Legal detail

City of Coralville, IA — resolution terminating Flock Safety ALPR agreement (2-year, $36,000), adopted 3-1 on Feb. 24, 2026. Only 2 of 6 planned cameras had been deployed; both to be removed. The contract (signed Sept. 2025) carried a use restriction barring immigration enforcement. The Iowa AG's Office warned that the restriction violated Iowa's law against local entities impeding immigration enforcement (per Iowa Public Radio, Aug. 27, 2026). Other drivers: ACLU of Iowa concerns about mass location records, public opposition, and a procurement-process dispute. A one-off termination, not a standing ordinance; there are no prospective limits on future ALPR procurement.
