Kokomo's Common Council voted 8-1 on September 14, 2026 to adopt zoning standards for data centers. Before this, data centers were allowed by right and could be built 35 feet from a neighboring home. Under the new rules, data center buildings and substations must sit at least 350 feet from any existing home and 200 feet from property lines that border residential districts. Generator and equipment testing is banned between 5 p.m. and 7 a.m., mechanical equipment must be screened, a full build-out master site plan is required, and high-industrial developments must have decommissioning plans. Data centers remain allowed in all industrial zones and an office/institutional/agricultural overlay. Small facilities under 1 megawatt and 10,000 square feet are exempt. Residents who wanted an outright ban were not satisfied.

Who is protected: Kokomo residents living near industrial or overlay-zoned land where data centers may locate.
