The Winchester Board of Commissioners voted unanimously (3-0) on September 2, 2026 to impose a one-year moratorium on data center development. Commissioners Chenault, Strode and Toole voted yes. The city acted because its zoning ordinance contains no rules specific to data centers, and because questions about impacts on utilities, electricity rates and the environment remain unresolved. Planning and Development Director Rob Jeffries warned that Winchester risked becoming a target for developers turned away by neighbouring jurisdictions that had already paused: 'These people have a moratorium. These people don't, let's check this place out. And unfortunately, we're not ready.' The pause gives the Planning Commission and staff a year to review the zoning ordinance, gather information on adverse effects, and draft appropriate regulations. City staff presented a survey of similar pauses already in place across central and eastern Kentucky, from Lexington to London. Mayor Reed noted that the Kentucky General Assembly is expected to take up data-center issues in January 2027.
Who is protected: Winchester and Clark County residents and ratepayers, through a one-year pause on data center development while the city writes zoning rules covering utility load, rates and environmental impact.
