Enforced by

Yadkin County commissioners unanimously approved a two-year moratorium on data center development on August 17, 2026, following a public hearing. The proposal on the table was for twelve months; Commissioner Cliff Collins moved to double it, and the board agreed. The timing was pointed — that same day, AI infrastructure company WhiteFiber announced plans to acquire and retrofit warehouse space in Yadkinville for use as data centers. The moratorium does not reach those projects. County Manager Michael Silverman was explicit about why: 'The moratorium only addresses the unincorporated areas of the county, which fall underneath our zoning areas.' Yadkinville is an incorporated town with its own zoning authority, so the county pause stops at its limits. WhiteFiber had separately bought land in Yadkin County for data center campuses in August 2026. Yadkin County is in North Carolina's northwest Piedmont, west of Winston-Salem.

Who is protected: Residents of unincorporated, county-zoned Yadkin County, through a two-year pause on data center development. Residents of incorporated municipalities including Yadkinville are NOT covered, and announced projects inside town limits proceed unaffected.

Legal detail

Yadkin County, N.C. Board of Commissioners two-year moratorium on data center development, adopted unanimously August 17, 2026 after a public hearing. Term: originally proposed at 12 months, extended to 24 months on the motion of Commissioner Cliff Collins before adoption. JURISDICTIONAL LIMIT, material to scope: the moratorium binds only the unincorporated areas of the county that fall under county zoning authority, per County Manager Michael Silverman. Incorporated municipalities — notably the town of Yadkinville — are outside it. Practical consequence, confirmed in contemporaneous reporting: WhiteFiber's announced plan to acquire and retrofit Yadkinville warehouse space for data center use is NOT affected by this moratorium, and the announcement came the same day the board voted. WhiteFiber had also purchased land in Yadkin County for data center campuses in August 2026. Adopted the same day as Alamance County's one-year moratorium (see Alamance County NC one-year data center moratorium (2026)), one day before Greensboro's 180-day measure. Ordinance number not obtained.
