The Town of Normal, Illinois approved a six-month moratorium on data centers on May 18, 2026 — a week before neighboring Bloomington passed its own — pausing new data center development town-wide while local regulations are drafted. Unlike Bloomington's version, Normal's pause is not limited to facilities over 5 megawatts. UPDATE 2026-10-01: On September 21, 2026 the Normal Town Council extended the moratorium by six months, through May 31, 2027, with only Council member Andy Byars voting no. Town staff said they were not ready to recommend regulations and wanted to see whether the Illinois General Assembly acts on data centers, and the town wants to align with Bloomington's rules.
