On September 22, 2026, the Lubbock City Council voted 5-2 to start the process of imposing a 90-day moratorium on certain approvals for large-scale data centers while the city studies rules on water, electricity, zoning, noise and lighting. The ordinance still has to go through required public hearings and a final vote. A citizen-petitioned 18-month moratorium did not get a second. Council members Tim Collins and Tim Green voted no; if an optional 90-day extension were approved, a large-scale data center would not be considered until June 2027.

Starts the process for a 90-day moratorium on certain approvals for large-scale data centers; while the ordinance is drafted, planning staff to develop guidelines on water use, power reliability, zoning, noise and lighting; expert work session to be scheduled within 90 days (KCBD). The moratorium must still complete the required public-hearing and approval process (Lubbock Lights). Collins argued the city has one moratorium tool and preferred waiting for the Texas legislative session ending May 2027; KCBD: if an optional 90-day extension were approved, a large-scale data center would not be considered until June 2027. Save Lubbock's 18-month petition moratorium failed for lack of a second (Lubbock Lights); Sanders later said he would seek a further three months under state law and hinted at litigation. Planning and Zoning Commission work session on large-scale data center and power-generation/transmission regulations scheduled for Thursday 2026-10-01 at 5 p.m. (Lubbock Lights, published Tuesday 2026-09-29).
