- Status

- Expires
- August 11, 2027
- Applies to
- Developers seeking to site large-scale data centers in the towns of Anson, Eagle Point, Hallie, Lafayette, Wheaton or Woodmohr
- Enforced by
- Chippewa County Department of Land Conservation and Forest Management (zoning) / Chippewa County Board of Supervisors
The Chippewa County Board of Supervisors unanimously adopted a 12-month moratorium on new large-scale data centers at its August 11, 2026 meeting, extending it from the 10 months originally proposed so staff would have enough time to write zoning rules. The moratorium's stated basis is the electrical, water and other infrastructure demand that large data centers place on a rural county. An important limit: Chippewa County does not zone its entire territory. The moratorium reaches only the six towns that have adopted the county's zoning ordinance — Anson, Eagle Point, Hallie, Lafayette, Wheaton and Woodmohr. Towns that zone themselves are unaffected. No data center had actually been proposed in Chippewa County when the board acted; the county describes the pause as time to put land use regulations in place to protect public health, safety and general welfare, not as a permanent bar on data centers. Neighbouring Barron County moved in the same direction, and Eau Claire County began work on its own moratorium in September 2026.
Who is protected: Residents of the six Chippewa County towns under county zoning, and county electric and water infrastructure
Legal detail
Chippewa County, Wis. — County Board of Supervisors resolution/ordinance imposing a 12-month moratorium on new large-scale data centers, adopted unanimously at the August 11, 2026 board meeting. DURATION: extended from the 10 months originally noticed to 12 months on the floor, to allow adequate time for zoning research and drafting. JURISDICTIONAL SCOPE — MATERIAL LIMIT: applies only within the six towns that have adopted the Chippewa County zoning ordinance: Anson, Eagle Point, Hallie, Lafayette, Wheaton and Woodmohr. Wisconsin towns that exercise their own zoning authority are outside the county ordinance and therefore outside the moratorium. STATED BASIS: extensive electrical, water and other infrastructure demands of new data centers. DIRECTION TO STAFF: the board directed county staff to research and create data center regulations to be in place when the moratorium lapses. POSTURE: no data center project was pending in the county at adoption; the county frames the measure as prospective land-use preparation rather than opposition to development. REGIONAL CONTEXT: Chippewa and Barron Counties joined a regional push for data center moratoriums; Eau Claire County began drafting its own in September 2026.
