Applies to

Enforced by
City of La Crosse Planning Department / Common Council

The La Crosse Common Council approved an 18-month moratorium on data center development inside the city on August 13, 2026. Unlike most municipal pauses, this one defines what it covers by capacity rather than by label: the moratorium applies to facilities able to store, process, retrieve or distribute more than 1 petabyte of data, or that would consume more than 2 megawatts of electricity. That threshold matters because it catches large facilities regardless of what a developer calls them, while leaving ordinary server rooms alone. The ordinance lists the concerns driving it — electrical connections and overall power demand, electromagnetic fields, noise pollution, air quality, water resources and water use, and fire hazards. The city action followed its own county: La Crosse County had adopted a parallel 18-month moratorium in June 2026 covering unincorporated areas, and formed an ad hoc committee to study data centers. The measure moved through the Plan Commission on August 3 and a public hearing before the Judiciary and Administration Committee on August 5 before the council vote.

Who is protected: City of La Crosse residents, through an 18-month pause on facilities above 1 petabyte of capacity or 2 megawatts of draw, while the city studies power, water, noise, air quality, EMF and fire risk.

Legal detail

City of La Crosse, Wis. ordinance imposing an 18-month moratorium on data center development within city limits, approved by Common Council August 13, 2026. DEFINITIONAL THRESHOLD — the distinguishing feature: the moratorium applies to facilities capable of storing, processing, retrieving or distributing more than 1 petabyte of data OR consuming more than 2 megawatts of electricity. This is a capacity test rather than a use-label test, so it captures high-density compute regardless of how a project is characterised and excludes small server installations. Recitals identify electrical interconnection and aggregate power demand, electromagnetic fields, noise pollution, air quality, water resources and consumption, and fire hazard as the studied concerns. Procedural chain: Plan Commission advancement August 3, 2026; Judiciary & Administration Committee public hearing August 5; Common Council adoption August 13. Companion measure: La Crosse County's own 18-month moratorium of June 18, 2026 covering unincorporated county-zoned land (see La Crosse County WI 18-month data center moratorium (2026)) — the two together still leave most of the county's 18 municipalities uncovered, since county zoning authority does not reach them. Ordinance number not obtained.
