Michigan makes it a crime to create or distribute AI-generated sexually explicit images of a real, identifiable person without their consent. Victims may also sue for damages, injunctions, and up to $1,000/day for violating a restraining order.

Insurers licensed in MI must maintain a written AI program with governance, risk-management, testing, third-party-AI oversight, and documentation controls. The bulletin operationalizes existing unfair-trade-practice and unfair-discrimination law as applied to insurers' AI use cases — underwriting, pricing, claims, fraud detection, and marketing.

Michigan requires clear AI-disclosure disclaimers on political ads created substantially with AI, and separately bans distributing materially deceptive media to influence an election within 90 days of a vote. Michigan amended its Campaign Finance Act so that a political advertisement created in whole or substantially through artificial intelligence must carry a clear statement disclosing that AI was used. The rule reaches print, audio, and video messages relating to candidates, elections, or ballot questions in the state. The Secretary of State sets the size and placement standards for the required disclaimer, with limited exemptions for items too small to label.

The Flint, Michigan City Council voted 7-1 on June 8, 2026 to impose a 12-month moratorium on data center development within city limits, running through approximately June 8, 2027. During the moratorium, no permit applications, site plans, or construction approvals for data centers will be accepted or processed. The council directed the planning and development and legal departments to review zoning codes and recommend permanent regulations, and added a requirement for an independent study with public input on findings. Councilwoman Judy Priestley cast the lone dissenting vote.
