On September 16, 2025, the Los Angeles County Board of Supervisors voted 4-1 to ask the Sheriff's Department to tighten its rules on license plate reader data. The board asked that the data never be shared for civil immigration enforcement unless state or county law requires it or a judge issues a warrant. It also asked for written sign-off on any disclosure, reports twice a year on who accessed the data, yearly privacy training, and annual compliance reviews by the Inspector General. The Sheriff runs independently, so the motion is a request. In December 2025 the Sheriff reported that a revised policy had been drafted, but it was not yet in force.

Who is protected: People whose vehicles are recorded by LASD's ALPRs (900+ readers per CalMatters), especially immigrant communities

Legal detail

LA County BOS, Sept. 16, 2025, item 25-5022, revised motion by Solis and Hahn, adopted 4-1 (Barger no). Requests LASD, with County Counsel, within 90 days to amend its ALPR Privacy Policy: (a) no disclosure for civil immigration enforcement except as expressly required by state or county law or under a judicial warrant; (b) documented Custodian of Records review of permissible disclosures; (c) SB 34 and SB 54 (and SB 274 if enacted) compliance; semi-annual access-log reports to the OIG, Civilian Oversight Commission and Board; annual training; review and renegotiation of MOUs; adoption of the OIG's ALPR recommendations; a 120-day report-back. It also directs the CEO to support SB 274 (60-day non-hit retention cap), instructs the Inspector General to run annual compliance reviews from Jan. 1, 2026, and asks the COC to hold an annual multilingual forum. LASD report-back of Dec. 11, 2025: amendments drafted and the SB 274 items dropped because SB 274 was not enacted; enactment delayed past Jan. 14, 2026 by meet-and-confer. Strength 'limited' because the Sheriff is independently elected and the motion is advisory toward LASD; the OIG and COC instructions are binding on those offices.
