- New York State Public Service Commission / Department of Public Service
New York's Public Service Commission ordered the state's regulated utilities to file a complete inventory of how they use artificial intelligence and to disclose the policies and procedures that govern it. The commission said AI systems can hallucinate, show bias, have privacy and cybersecurity problems, and create growing dependency on AI vendors, which could threaten the safety and reliability of critical infrastructure. Utilities must file an initial inventory within 60 days and report twice a year after that, and the commission will judge their safeguards against common AI governance frameworks.

Legal detail
Unanimous PSC vote at the Sept. 17, 2026 regular session; Case 26-M-0552 (AI inquiry). Initial written inventory report due within 60 days of the Sept. 17 order (Utility Dive; Daily Energy Insider), semiannual reports thereafter (Daily Energy Insider, citing the commission's announcement). Applies to electric, gas and water utilities (Utility Dive). Chair Rory M. Christian described it as the first of multiple expected actions; staff will propose further action after filings. NOT ESTABLISHED: order issuance date (if distinct from vote), exact filing deadline date, penalties.
