House Bill 347 of Puerto Rico's 2025-2028 Legislative Assembly would have amended the Puerto Rico Innovation and Technology Service law (Law 75-2019) to set public policy on how government agencies develop and use artificial intelligence. It would have required agencies already using AI to report that use to PRITS within 90 days and let PRITS fine agencies up to $10,000, and an agency head or chief technology officer up to $2,500, for breaking the AI rules. It passed the House 51-0 on June 19, 2025 and the Senate 23-3 on November 12, 2025, was sent to Governor Jenniffer González on December 8, 2025, and was pocket vetoed on January 7, 2026, so it did not become law.

Enrolled text: agencies using AI at approval must file an AI Utilization Report with PRITS within 90 days of the law's effective date; PRITS may impose administrative fines, after promulgating regulations with due-process protections, capped at $10,000 per agency and $2,500 for an appointing authority or agency chief technology officer; effective immediately upon approval.
