This law amends New York's education, state technology, and civil service laws to protect public employees from harms caused by artificial intelligence systems. N.Y. S8831 (L.2026, ch. 86; Sen. Gonzalez), signed Feb. 13, 2026, is a chapter amendment to L.2025, ch. 711 (S7599-C). It amends the state technology law, education law and civil service law on the use of automated employment decision-making tools and AI systems by covered entities (counties, cities, towns, villages, school districts, BOCES, SUNY, CUNY, community colleges and others), narrowing ch. 711's disclosure duty to automated employment decision-making tools (disclosed to the extent feasible), and prohibits using AI systems in ways that impair collective-bargaining rights, cause discharge or displacement (including reduced non-overtime hours, wages or benefits), or transfer employees' existing duties to an AI system. Takes effect immediately, with most sections effective on the same date as ch. 711; the underlying chapter expires July 1, 2028 per the Senate summary.
