Would raise the maximum penalties for federal mail fraud, wire fraud, bank fraud and money laundering when AI tools are used to commit them - fines of $1 million to $2 million and prison terms of 20 to 30 years - and would make using AI to impersonate a federal official punishable by up to $1 million and 3 years. The bill's findings cite AI voice impersonation of White House Chief of Staff Susie Wiles and Secretary of State Marco Rubio. Rep. Lieu's press release also highlighted scammers using AI voice cloning against seniors.

Amends 18 U.S.C. 1341, 1343, 1344, 1346, 1956 and 912 to add enhanced maximum penalties for offenses committed with the assistance of AI: mail and wire fraud up to $1,000,000 / 20 years (and raises the existing financial-institution fine cap from $1M to $2M); bank fraud up to $2,000,000 / 30 years; money laundering up to $1,000,000 or three times the value involved / 20 years; impersonating a federal officer or employee with AI up to $1,000,000 / 3 years, with a rule of construction protecting clearly disclosed satire and parody. AI defined by reference to section 5002 of the National AI Initiative Act of 2020.
